The Photos app can sometimes take a long time to open especially when photo libraries are big. Select and delete them all except for the app folder itself. These are a few ideas, but they are predicated on the assumption that you have a brand new iMac running El Capitan. Search for files and folders with iPhoto and Photos in the results. Let the entire process complete before interacting. When the Repair Library message appears in the app You are about to repair the library Library Name choose Repair to start the library repair process. Re-launch Photos app and immediately hold down Command+Option keys. In a case I'm familiar with, the person actually had to copy his iPhotos Library from the EHD to his new Mac, the path being - Mac HD > Users > your name > Pictures. Quit out of Photos app if you have it open on the Mac.
